The phenomenon of PA security personnel participating in terrorist attacks against Israel is not new and has existed since the Oslo Accords.
PA security personnel refrain from terrorist acts against Israel only when it serves the interests of the PA and according to the instructions of the PA chairman, That is, of Abu Mazen and before of Yasser Arafat.
