Prevent a new intifada in the West Bank

Despite the increase in terrorist attacks in the West Bank, the majority of Palestinians in the West Bank and the leadership of the PA do not want a new intifada.
Israel can prevent a new intifada if it acts decisively, harshly and focuses on the terrorists themselves and avoids collective punishment of those who are not involved in terrorism.
